Changing Windows should’ve solved the issue. Did you perform a clean install or an upgrade install?

Have you tried the first method to run the service? Also, Type in Services.msc in RUN and start the “Windows Search” service if it has been stopped. If you have, boot the computer up in safe mode and check if the search option works.
