Thank you so much Kevin, the issue with my laptop was “selective startup”. I changed it to “Normal startup”.
Holy cow you saved me. Teaching in the time of COVID-19 might kill me, but helping me to fix this issue means I’ve just written you in to my will.

I couldn’t for the life of me figure out what was wrong with a remote employee’s computer. No WiFi icon in the bottom right hand corner was the glaring symptom. He also could only access certain websites-- couldn’t ping 8.8.8.8 but could get on Gmail. I almost thought it was a DNS issue. All of the built in troubleshooting tools wouldn’t work and I couldn’t manually get them to run through services.msc. We uninstalled the wireless drivers and then installed the newest ones to no change, as well. These two cmd lines saved the day. Thanks!

If the error is seen while trying to open command prompt you can try to use Powershell as a replacement of command prompt and all the functions of command prompt can be accessed in Powershell

Really, thanks a lot for this very well explained and easy fix! Other threads on the internet are often vague and don’t explain the chain reaction that the issue can cause, therefore I am often unsure if the fix will apply to me or not. But with your guide it was totally clear that it would work! Everything that you wrote was accurate and easy to understand. Dear Kevin - thank you so much for this insight and fix. Discovering this has saved me from a major amount of work rebuilding my system. For some reason I lost all network connectivity while making adjustments in an attempt to get a Bluetooth USB adapter working on Windows 10. sfc /scannow reported no problems and the system restore to the point before I made changes failed.
