I’m having the same stuck in the welcome screen on my Asus PC but when I tried the recommended repair, it told me it could. It repair the PC. HELP Please.
The only way i can think of is to reset, but to save data you will need to use a disk enclosure, take the disk out, connect it to another PC, copy the data and then reset it, using the steps below:

In order to initiate the recovery process, you have to fail the boot process.

Failing the boot process means, you have to turn the laptop on, wait until the unit reaches Acer and Microsoft logo. When you see these logos, immediately power off the laptop. You have to repeat these process three times.

In the third rebooting process, it automatically goes to the Repair mode and you will get Reset option.

Please click on Recover Options and reset the computer
Is the Windows 10 associated with a Microsoft Account or is it a local account?
Have you tried rebooting it? By holding the power button for 8 to 12 seconds until it shuts off, and then pressing the power button once to turn it back on?
Are there any external devices connected? If yes, remove them and then reboot.
My pc keeps getting stuck on a beach screen with four icons in bottom right of screen. I’ve tried putting my pc into advanced mode but it just restarts my pic and doesn’t go to that screen and it won’t go on to the screen with all my games and Spotify on. Can anyone help.

My problem is that after installing Windows 10 on my Acer Aspire laptop overnight, the laptop screen is stuck on the very first, “Ascer Aspire screen” that is BEFORE the welcome screen.
I just tried booting it again (5-6th try) while holding F12 (safe mode? recovery mode?). For the first time it gives me the following message:

The Boot Configuration Data File is missing some required information.

Error code: 0xc000000d
You’ll need to use recovery tools. If you don’t have any installation media (like a disc or USB device) [I don’t], contact your PC Administrator or PC/Device manufacturer.
How do I fix this?

None of the devices there have yellow triangles or "‘!’’ marks.
When I boot up my computer I get the windows logo with the moving dots in a circle underneath it. After 2 seconds the dots freeze and nothing happens from that point on. I tried the method above and I get the same error B Sylvia Beau has. I also tried disabling speed boot in the power management menu, didnt work either. I need to reboot my system atleast 15 to 20 times till i get lucky and it wont get stuck. I have this problem since I updated to windows 10.

Power it off using the power button, then press the power button again to turn it on, when you see the windows logo, press the power button again to turn it off, repeat the cycle 3 times.
You need to interrupt the process of restarting so it can go to advanced mode
First i turn it on then when i reach the sign in screen i off it again for 3 times.
